La Repubblica,
una e indivisibile, riconosce e promuove le autonomie locali; attua nei
servizi che dipendono dallo Stato il più ampio decentramento
amministrativo; adegua i principi ed i metodi della sua legislazione
alle esigenze dell'autonomia e del decentramento.
The Republic, one and
indivisible, recognizes and promotes the local autonomies; puts into
effect in the services that depend on the State the widest
administrative decentralization; adapts the principles and the methods
of its legislation to the requirements of the autonomy and of the
decentralization.

ITALY
OF THE PROVINCES
Lo Stato Italiano ha circa 140* anni, le Regioni circa 30* e i
Comuni più di mille. Questo è il dato italiano: siamo una terra di
Comuni. Le Regioni vanno pensate come un elemento federativo di Province
e deciso dalle Province, su scala anche del tutto diversa
dall'attuale.
Le Regioni sono elemento del federalismo europeo, non certo di quello
italiano. La Regione deve diventare, opportunamente dimensionata,
il mattone dell'Europa, con confini che possono benissimo prescindere da
quelli nazionali. Il federalismo italiano va invece basato, per
essere solido e per rendere solido quello europeo, sui Comuni e sulle
Province. |
The
Italian State is approximately 140* years old, the Regions are slightly
above 30* and the Municipalities more than thousand. This is the Italian
data: we are the country of the Municipalities. The Regions have to be
thought like a federation of Provinces and decided by the Provinces, on
a scale also totally different from the existing sizes.
The Regions are elements of the European federalism, certainly not of
the Italian. The Region must become, accurately dimensioned,
the brick of Europe, with borders which can well overcome the ones of
the single present nations. The Italian federalism has to be
instead based, for being solid and in order to make solid the European
federalism, on the Municipalities and on the Provinces.

Federalismo Europeo
EUROPE OF THE
REGIONS
Il federalismo europeo si configurerebbe pertanto (in
tempi successivi ed una volta sanate le ridondanze statali nazionali
secondo un piano a medio termine convenuto) come Europa delle Regioni.
Queste Regioni sarebbero ricostruite attraverso il contributo diretto dei
cittadini che sceglierebbero la loro aggregazione in Regioni di caratura
europea delle loro Comunità Provinciali, divenute nel frattempo unità
sane, efficienti ed idonee ad iniziare un percorso di ideale gestione
della sussidiarietà e della solidarietà, questa anche a livello globale
una volta confluite le Regioni nella grande Europa Federale
Nell'Europa delle Regioni, i Governi Nazionali attuali scomparirebbero del
tutto, non le Identità Nazionali (Repubblica Italiana con il presidente
della Repubblica Italiana eletto a testimone ed a promotore
dell'Italianità dei suoi valori e delle sue tradizioni in Italia e nel
mondo, il Regno di Spagna, ecc..), e le Regioni, come gli Stati del
federalismo americano, risponderebbero attraverso la Camera dei
Rappresentanti del popolo europeo ed il Senato delle Regioni
Europee al Collegio dei Cinque Presidenti, i quali, a turni di
un anno ciascuno, presiederanno per cinque anni la Federazione delle:

The
European federalism would be shaped therefore (afterwards and once healed
the national inefficiencies according to a mid term plan) as Europe
of the Regions.
These Regions would be reconstructed through the direct contribution of
the citizens, who will choose their aggregation in Regions of European size
of their Territorial Communities (E.g. Provinces) , become in the meantime healthy units,
efficient and able to begin a way of ideal management of the sussidiarity
and the solidarity, that also at a global level once the
Regions have flown in the great European Federation.
In the Europe of the Regions, the today existing National Governments will disappear
at all, but not the National Identities (Italian Republic with the elected
president of the Italian Republic to witness and promote the Italianism of
its values and its traditions in Italy and in the world, the Reign of
Spain, etc.), and the Regions, like the States of the American Federalism,
will refer through the
House of Representative of the European people and through the
Senate of the European Regions to the Board of the Five Presidents, who, one year each, will lead for five years the Federation
of the:

Il cittadino europeo ha in sé una identità di popolo,
ad esempio come:
1. Popolo cattolico latino
2. Popolo germanico mitteleuropeo
3. Popolo anglo-scandinavo
4. Popolo slavo ortodosso
5. Popolo mussulmano di origine balcanico - asiatica
Ciascuna di queste macro identità strutturata in rete regionale,
insieme costituiranno la struttura del federalismo europeo dando vita
all'ultima fase della sua costruzione:

The European citizen has an identity of people, for example as:
1. Catholic-Latin people
2. Middle European German people
3. Anglo Scandinavian people
4. Slav-orthodox people
5. Moslem of Balkan - Asiatic origin people
Each of these macro identities structured in
regional network, together they will shape the European federalism thus
enabling the last phase of its construction:

"La costituzione di un duplice
livello di cittadinanza, in cui quello più "universale" non
elimina le specificità nazionali, ma incrementa e più efficacemente
tutela i diritti che in esse sono maturati, è "romana" nella
sua essenza. Una cittadinanza europea che non richiede un Popolo europeo,
una Nazione europea, ma una società come federazione di popoli e nazioni,
è idea romana. Una cittadinanza estranea ad ogni pregiudizio
etnico-razziale, fondata sulla "concordia" politica, e un'idea
di "concordia" che non considera il conflitto come distruttivo,
ma che proprio dal conflitto si rigenera e rinnova, sono energie
costituenti l'unione politica europea che solo dalla memoria della
"radice romana" possono venire.
Senza una tale "identità" europea, con un'Europa dove la
sovranità popolare non si esercita, di fatto, su scala continentale, dove
"nationes, civitates, gentes" sono ancora "prigioniere
degli "Stati nazionali" con un'Europa incapace di rappresentare
la "propria" comunità plurale, ridotta alla sua dimensione
tecnico economica (l'unità economica, sia chiaro, rimane una "conditio
sine qua non") e ad una sola delle sue dimensioni geo-politiche
(quella atlantica), sarà impossibile equilibrare le tendenze
fisiologiche della politica "imperiale" americana, il suo
secolare indirizzo "monologante", .."

The constitution of a twofold level of citizenship, in which the more
"universal" one does not eliminate the national specificities,
but increases and more effectively protects the rights which
have been matured there, is "roman" in its essence. A European
citizenship, which does not demand a European People, and European Nation,
but a society like federation of people and nations, is roman idea. A
citizenship stranger to every ethnic-racial prejudgment, founded on the
"political concord", and an idea of "concord" that
does not consider the conflict as destructive, but which, just by the
conflict, is regenerated and renewed, are constituent energies of the
European political union, which can come only from the memory of the
"roman root".
Without such an "European identity", with an Europe where the
popular sovereignty does not exercise itself, in fact, on continental
scale, where "nationes, civitates, gentes" are still captive of
the" national States" with an Europe incapable to represent its
"own" plural community, reduced to its economic technical
dimension (the economic unit, it's absolutely clear, remains a"
conditio sine qua non") and to only one single of its geopolitical
dimensions (that Atlantic one), it will be impossible to balance the
physiological tendencies of the American "imperial" politic, its
secular "monologue wise" address,.."
